Xi Jin Ping became the paramount leader of China in 2012.

What is remarkable is that when he took office, he already had a vision of where he wished to take China.

His is a long-term vision comparable to Deng’s long and pragmatic years of restraint, hiding our capabilities, and maintaining a low profile.

His vision was set out in detail in his speech on August 19, 2013, delivered at the National Propaganda and Ideology Work Conference. [ see p 85 to 91 of On Xi Jin Ping by Kevin Rudd, 2024 published].

This speech is considered a pivotal moment in shaping China’s ideological direction under his leadership.

It has since been a cornerstone for many of Xi Jin Ping’s policies and a reflection of his vision for the CPC’s ideological dominance in China’s governance and society as well as a template to respond to Western aggression and infiltration.
