One of the gems in this book is Rudd’s careful analysis of why Xi Jin Ping has deliberately departed from Deng Xiao Ping’s famous 24-character foreign policy behaviour to the US in particular and the world in general.

This policy of restraint, hiding our capacities, biding our time, keeping a low profile, and never claiming leadership announced by Deng in 1992 had been faithfully followed by his successors Jiang Zemin and Hu Jintao from 1992 to 2012. [see p 71-82]

Rudd shows us that Xi, in a major speech on 19 Aug 2013, barely 9 months into his general-secretaryship, had laid out his vision that the Western countries see China’s development and progress as a challenge to their values and systems.

He believes that the West is and will continue to contain and undermine China through soft power, promotion of freedom of the media, and using civil society to create chaos.

To stiffen up his people, he propounded the China Dream, that China has an excellent 5000 years of traditional culture that reflects the superiority of the Chinese nation.

In his speech, he argued that the Western value system and institutional models have failed.

He may be right, judging by events from 2014 to 2024.

Rudd points out that Xi had summarized 7 ways that the West would use to destroy the CCP. This is the internal party circular known as Document No 9 issued also in 2013. [p 89 ]
